Mark joined the Liverpool City Region Combined Authority (LCRCA), as Director of Commercial Development and Investment in April 2018, tasked with establishing and running a new type of public investment team, one that uses its commercial acumen to deliver financial and non-financial returns to the Combined Authority. The team will invest the LCRCA’s resources into infrastructure, local transport, land and property, skills, business and innovation, and housing, to deliver economic, social and environmental benefit for the people of the City Region. The team will help the LCRCA become a commercial, coherent and credible investor in growth.
Mark began his career at Google, Inc. shortly after its launch in the UK, experiencing its exponential growth. He later moved into banking, providing investments and loans in the real estate, agriculture and food commerce for the European Bank for Reconstruction and Development (an investment bank with an economic development purpose). Mark then joined responsible property business Igloo Regeneration, becoming director of its FCA authorised investment management business. At igloo, Mark managed Chrysalis, the property regeneration fund for Merseyside; served as director to specialist property manager Creative Space Management, which is a northern market leader in managing space for creative, digital, advanced manufacturing and science spaces; and developed investment strategies for large scale, economic infrastructure.
Mark has degrees from the University of Oxford and Johns Hopkins University (USA). He loves the space between investment and economic growth.
