Frank Rogers

Chief Executive, Liverpool City Region Combined Authority, and Director General of Merseytravel

Frank joined Merseytravel in August 2006 as General Manager at Mersey Tunnels. A Chartered Civil Engineer by profession, Frank had spent the previous 23 years working in the UK construction industry on the development, design, construction and maintenance of a diverse range of multi-disciplinary projects from the Channel Tunnel and London Underground extensions to the Cross Passages in the Kingsway Tunnel and the Refuges in the Queensway Tunnel.

In September 2009, Frank became Director of Customer Services with responsibility for Asset Management, Tunnel Operations, Hub Development, and Mersey Ferries and Attractions.

In November 2012, Frank was appointed as Interim Chief Executive, and in June 2013 following the appointment of David Brown, he became Director of Integrated Transport Services and Deputy Chief Executive. Frank’s Directorate covers Asset Management, Network Management, Customer Delivery, Policy and LTP Development. He is the Chair of the City Region’s Transport Advisory Group (TAG), sits on the SuperPort and Port Access Steering Groups and has led on the Long Term Rail Strategy and HS2 activities for the Liverpool City Region. He also sits on the Programme Board of Transport for the North, for which the Liverpool City Region are leading on the Freight and Logistics Workstream.

Until recently Frank has been working in the role of Interim Chief Executive and Director General and became permanent in the post in February 2017. He is now Chief Executive of Liverpool City Region Combined Authority and Director General of Merseytravel.
