David represents the ward of Windle in St Helens and since May 2019 has been
the Leader of St Helens Borough Council. He is also the Liverpool City Region
portfolio holder for Climate Emergency and Renewable Energy.
After receiving a BA from Liverpool John Moores University and an MA from the
University of Manchester he worked for the civil service and carried out
additional voluntary work with local youth groups, moving on to becoming a
Primary School teacher in St Helens for nearly a decade before entering politics in
Since then, in addition to his duties as a Councillor, David has worked for the
Labour Party as a regional organiser and as Communications Manager for a
David is passionate about tackling the causes and effects of poverty; pursuing the
opportunities for clean and inclusive growth whilst tackling climate change; and
the value of education, in particular the importance of raising aspiration and
achievement from a child’s early years onwards.
He is a proud Sintelliner. A lifelong Saints RLFC fan, he is also a big supporter of
community sports clubs and organisations and the vital role they play in our
communities. As Leader he has driven the development of the Council’s
#StHelensTogether approach, a collaborative ethos which aims to enable and
support residents, businesses and community groups to deliver for the good of
the whole borough.
David believes that St Helens borough already has a great deal to offer and has
the potential for an extremely bright future.
